The Effect of Reengineering on Time, Cost and Stage Indicators of the Annual Program and Budget Process in the Baqiyatallah University of Medical Sciences

Abstract

Aims: The annual planning is a decision-making process for the objectives and activities of organizations all year long. It starts determining the goals and then continues to approve them. In many organizations this process includes long activities that in addition of the long time, it imposes considerable manpower expenses. This study was carried out to reform and reduce the cost and time of this process by reengineering.

Methods: This action research study was done by an analytical- descriptive approach in 2012-13, in the department of Planning and Budget of the Baqiyatallah University of Medical Sciences. All the stages of the selected process were analyzed .Data collection was carried out by using documents, interviews and observations. Three main process indicators including the number of activities, the time and also the direct costs of manpower were calculated and compared before and after the implementation of reengineering. Data were analyzed using Microsoft Excel 2007.

Results: The current status of the planning process which included 164 activities reduced to 73 after implementing the reengineering. The total process time and direct costs of manpower were reduced up to 34 and 33% in compared to the past.

Conclusion: Reengineering leads to improve the process procedure and also saves time and costs. Using information technology and active participations of the process owners in all the stages could play an important role in the effectiveness of the results.
